August 27, 2019
By Jenny Ma

The American Petroleum Institute Quality Registrar (APIQR) is reviewing all scope statements to meet the requirements of ISO/IEC 17021 Conformity assessment. APIQR will do this in three phases:

  • Phase 1 – Review existing scope statements and update those with grammar errors and vague and/or non-auditable activities/products.
  • Phase 2 –Validate facility scope statements in audit reports that are currently under review.
  • Phase 3 – Review scope statements for all Registrants during their next surveillance or recertification audit.

UST Cathodic Protection Repair and Testing

May 28, 2019
By Brian Schefke

If you’re an owner or operator of an underground storage tank (UST) in Washington, you’re no doubt aware of the requirement to test your tank’s cathodic protection (CP) system every three years to ensure that it’s functioning properly.

You may not, however, be aware of the required testing cycle should you need to refit or repair your CP system. According to Washington state regulations, a CP system must be tested immediately following the repair and once again within six months of the repair. If the CP system passes both tests, owners and operators may then resume the testing cycle …

Becoming a Greener Distillery

April 12, 2019
By Jenny Ma

Owning a distillery can produce significant carbon emissions and waste. From coal-generated electricity and plastic cups to airline travel and freight shipments, nearly everything used to run a distillery can negatively impact the environment. Fortunately, for every decision you make for your distillery, there is a greener alternative.

Distiller’s Magazine has a great article about how to create a more sustainable distillery breaking down this huge endeavor into more manageable chunks. Implementations such as using a utility green pricing program to convert to a renewable electricity source or partnering with a carbon-offset company to counteract the unavoidable carbon emissions distilleries …

Regulatory Database Ensures Vessel Documentation Compliance

March 28, 2019
By Erik Test

Freer Consulting recently took over the management of a “Regulatory Database” for a key maritime transportation client. This database tracks the expiration of important licenses and certifications for the company’s vessels. The maritime regulatory ecosystem is vast, with diverse state, Federal, and international authorities requiring certificates that expire on different dates and can have different renewal intervals. Non-compliance with these requirements can lead to heavy penalties, problems with insurability, or even the inability to legally operate a vessel. A past-due certification can also indicate that vessel surveys and inspections are behind, increasing the risk of health, safety, and environmental incidents.…

UST Leak Detection with Statistical Inventory Reconciliation

February 13, 2019
By Brian Schefke

If you’re the owner of an underground storage tank (UST), you’re no doubt aware that federal and state laws require you to have a method of leak detection to ensure that oils or hazardous materials are not released into the surrounding environment. Many UST owners equip their tanks with a system of electronic sensors to detect leaks. Such a system can be very effective, but can also be expensive to install and maintain. Statistical Inventory Reconciliation (SIR) is a lower-cost alternative that only requires equipment that you already have available.

SIR is a software package that uses statistical methods to …

The Clean Water Act and Citizen Litigation

February 7, 2019
By Brian Schefke

Here in the Pacific Northwest, it’s easy to take our abundance of water for granted. Our region is fortunate to have numerous streams, rivers, and lakes that we depend upon for drinking water, for recreation, and for ecological sustainability. In recent years, greater attention has been paid to understanding the impact that stormwater runoff has had on surface waters, and this interest will continue to grow as the region’s population continues to grow.

An increase in population leads to increased development, so more impervious surfaces are built, over which stormwater flows and picks up pollutants. More people also means more …

Are You Keeping Up With UST Regulations?

January 10, 2019
By Brian Carmichael

Though we usually don’t notice them, underground storage tanks (USTs) are everywhere. Out of sight, however, shouldn’t mean out of mind. Because USTs often contain substances such as diesel fuel or gasoline, they’re subject to a number of regulations. These regulations ensure that owners take the appropriate steps to contain and/or prevent environmentally damaging leaks or spills.

USTs are regulated by the EPA or by the state in which they’re located. Specific regulations vary from state to state, but they generally include the following requirements, at a minimum:

• Keep business licenses and any required UST endorsements current.
• Insure …
